Marine Litter Policy: Stakeholder Validation for Waste Management Improvement

Stakeholders Endorse Marine Litter Policy Brief to Bolster Ghana’s Environmental Sustainability

Accra, Ghana – A critical policy brief designed to address significant gaps in waste management systems and enhance environmental sustainability has received the endorsement of stakeholders within Ghana’s environmental sector. This validation marks a crucial step towards establishing a robust policy framework aimed at strengthening governance, improving financing mechanisms, and promoting efficient waste management practices nationwide.

The initiative stems from the Prevention of Marine Litter in the Gulf of Guinea (PROTEGO) Project – Ghana, a collaborative effort seeking to tackle the pervasive issue of marine pollution. Mr. Richmond Kennedy Quarcoo, Country Director of the PROTEGO Project – Ghana, highlighted that the policy document meticulously examines key challenges across the entire waste management value chain, with a particular focus on existing governance and financial deficiencies.

“We have identified a fundamental problem of insufficient waste management systems,” stated Mr. Quarcoo, who also serves as the Executive Director of Plastic Punch. “The solution lies in fundamentally rethinking how we generate revenue and how we structure contracts for these essential services.” He emphasized that the current systems are not adequately equipped to handle the volume and complexity of waste generated.

The PROTEGO Project, a significant international undertaking, is funded by the Federal Ministry for the Environment, Climate Action, Nature Conservation and Nuclear Safety of Germany. It is spearheaded by Adelphi Research GmbH and brought to life in Ghana through the combined efforts of the Ghana National Cleaner Production Centre and Plastic Punch.

Recommendations for a Decentralised and Efficient System

A key proposal within the policy brief advocates for the decentralisation of waste management systems. This strategic shift aims to improve operational efficiency and responsiveness at local levels. Mr. Quarcoo noted that the Ghanaian government has already begun to embrace this direction, signalling a commitment to reform.

The development of the policy brief has benefited from the active participation of crucial governmental bodies, including the Ministry of Environment, Science and Technology (MEST) and the Environmental Protection Authority. Their contributions, alongside insights drawn from established international frameworks, have been instrumental in shaping the document.

PROTEGO Project: A Multi-faceted Approach to Marine Litter

The PROTEGO Project itself is structured around four distinct work packages, each addressing a critical facet of the marine litter challenge.

  • Mapping Marine Litter Hotspots: This component involved an in-depth analysis to identify areas most affected by marine litter. The findings pinpointed Tema and Ada as priority regions requiring immediate and focused intervention.
  • Innovation and Scalability: Under its innovation pillar, the project is actively supporting promising initiatives aimed at combating plastic waste. Companies like Coliba Recycling and Ambitious Ghana River Recycle are receiving substantial funding, up to €40,000, along with vital technical assistance. This support is designed to help them scale up their solutions in waste collection and recycling, thereby diverting more waste from landfills and the environment.
  • Policy Development and Advocacy: A significant focus of the PROTEGO Project is on the development and strengthening of policies. This includes providing crucial support for the implementation of Extended Producer Responsibility (EPR) schemes, which hold producers accountable for the end-of-life management of their products.
  • Awareness and Education: Recognizing the importance of public engagement, the project is also dedicated to raising awareness about marine litter. Innovative digital tools, such as video games and animated content, are being employed to educate and inform the public, fostering a greater sense of environmental stewardship.

Mr. Quarcoo expressed strong optimism that the validated policy brief will serve as a cornerstone for developing a comprehensive strategy. He believes it will significantly contribute to strengthening waste management practices, unlocking much-needed financing, and ultimately leading to a substantial reduction in marine litter across Ghana.

Enhancing Existing Frameworks for Marine Litter Control

Dr. Peter Dery, Director for Environment at MEST, acknowledged the existing National Plastic Waste Management Policy, adopted in 2022. While this policy provides a foundational framework for plastic waste regulation, Dr. Dery pointed out that it does not sufficiently address the specific nuances and complexities of marine litter.

The escalating global concern over plastic pollution entering oceans, predominantly originating from land-based sources such as inadequate waste disposal methods and inefficient drainage systems, has underscored the urgent need for a more targeted approach. The newly validated policy brief is intended to act as a crucial input for the ongoing review of the national policy.

“This document is not a standalone new policy,” Dr. Dery clarified. “Rather, it is designed to inform and strengthen our existing framework, ensuring that the critical issue of marine litter receives the dedicated attention it warrants.”

The Ministry has welcomed the development of the policy brief, especially as it aligns with their current efforts to revise national policies and implement targeted initiatives to combat marine pollution. These efforts are being undertaken in close collaboration with international partners.

Ongoing partnerships with organisations such as the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) are proving invaluable in advancing the fight against marine litter and bolstering Ghana’s environmental governance.

Aligning with Global Environmental Imperatives

Dr. Dery further highlighted the growing global discourse on plastic pollution, including the significant international efforts to establish a legally binding treaty on plastic pollution. He noted that these global discussions are increasingly focusing on the marine environment. Ghana is strategically positioning itself to align with these evolving international frameworks by fortifying its national policies to reflect emerging global standards and best practices. This proactive approach ensures that Ghana remains at the forefront of environmental protection efforts, both regionally and internationally.
