South Asia Unites for Digital Governance Toolkit in Kathmandu

A pivotal regional workshop dedicated to safeguarding freedom of expression and the right to information has commenced in Kathmandu, Nepal. This initiative, hosted at the Central Department of Journalism and Mass Communication of Tribhuvan University, is a collaborative effort with UNESCO, focusing on the creation of a bespoke Digital Platform Governance Toolkit tailored for the unique landscape of the South Asian region. The project’s core mission is to meticulously review and validate policy frameworks at a regional level, building upon extensive national consultation sessions that have already taken place in Sri Lanka, Nepal, and Bangladesh.

The initial phase of the workshop, spanning March 24th and 25th, brought together a diverse and influential group of stakeholders. Attendees included esteemed regulators, parliamentarians, seasoned policymakers, representatives from civil society organizations, media professionals, academics, youth delegates, and leading digital governance experts hailing from Nepal, Bangladesh, and Sri Lanka. These crucial opening sessions provided a vital platform for participants to engage in deep reflection on prevailing regional governance trends and the multifaceted challenges inherent in the digital space. They delved into the critical findings derived from the national consultations, systematically identifying existing governance gaps and collaboratively charting shared priorities for future action. Through robust comparative regional exchange and inclusive multi-stakeholder dialogues, the workshop has made significant strides in shaping concrete recommendations for the forthcoming toolkit. This toolkit is poised to serve as an indispensable guide for policymakers, empowering them to fortify digital platform governance across the entire South Asian continent.

The inauguration of this significant summit was graced by a compelling keynote address delivered by Nepal’s Honourable Minister of Home Affairs, Om Prakash Aryal. Minister Aryal eloquently underscored the profound and urgent necessity for developing digital governance mechanisms that are firmly rooted in human rights principles and strike a judicious balance for nations within the Global South. He articulated a clear vision, emphasizing that as digital platforms increasingly exert their influence over public discourse and shape societal narratives, a cohesive regional approach, fundamentally grounded in universally recognized human rights principles, is not merely beneficial but absolutely essential. This approach is critical for effectively confronting pressing challenges such as the pervasive spread of misinformation, the insidious rise of hate speech, and the imperative need for enhanced accountability from online platforms.

Sri Lanka’s active participation in this vital regional dialogue is represented by a distinguished delegation of five prominent individuals. This delegation includes Honourable Member of Parliament, Hasara Liyanage; H.A. Gayan Madushanka, who serves as the Head of the Department of Film and Television Production Technology at the University of Vocational Technology and also represents the project in an official capacity; Senior Lecturer Wijayananda Rupasinghe from the Department of Mass Communication at the University of Kelaniya; Dr. Viranjana Herath, who holds the esteemed positions of Chairman and Chief Legal Counsel of the Media Law Forum; and Tharindu Jayawardhana, a respected investigative journalist. The presence of these accomplished individuals underscores Sri Lanka’s unwavering commitment to actively contribute to the development of a collaborative and effective South Asian approach to digital governance.

Addressing Pressing Digital Challenges

The overarching objectives of the workshop are deeply rooted in addressing the most pressing concerns that plague the digital realm today. These include the alarming proliferation of digital misinformation, the corrosive impact of online hate speech, and the critical question of platform accountability. The Digital Platform Governance Toolkit currently under development is designed to be a comprehensive resource, offering vital assistance to policymakers. It will guide them in the formulation of robust digital governance frameworks that not only protect fundamental human rights but also significantly strengthen the intervention and oversight capacities of civil society organizations. Furthermore, the toolkit will provide essential guidance for journalists and researchers, empowering them with a clearer understanding of the intricate operations of digital platforms. Ultimately, it aims to foster enhanced regional cooperation, enabling nations to effectively tackle cross-border digital challenges with a unified front.

The Road Ahead: Implementation and Cooperation

As the workshop progresses into its concluding days, the focus will strategically shift towards deeper civil society engagement. This phase will provide a dedicated platform for in-depth discussions and the crucial validation of the regional toolkit specifically tailored for civil society stakeholders. It will also serve to clearly outline the strategic roadmap for the toolkit’s effective implementation and the fostering of sustained regional cooperation.

This groundbreaking project is a testament to synergistic collaboration, representing a joint initiative between Tribhuvan University in Nepal, Jahangirnagar University in Bangladesh, and the University of Vocational Technology in Sri Lanka. Its successful implementation is further bolstered by a strong partnership with UNESCO. The inaugural ceremony was further enriched by insightful remarks from distinguished figures, including Prof. Deepak Aryal, the esteemed Vice Chancellor of Tribhuvan University; Misako Ito, UNESCO South Asia Regional Advisor; Hanaa Singer-Hamdy, UN Resident Coordinator; and Veronique Lorenzo, the European Union Ambassador to Nepal. Organizers have aptly described the program as laying a robust and essential foundation for the development of human-rights-centered digital governance policies that are specifically designed to meet the unique needs and contexts of South Asia.

Delegates from across the South Asian region are set to continue their collaborative efforts in the coming days, working diligently towards the finalization of the toolkit. This comprehensive resource is anticipated to serve as a paramount reference point for governments, civil society organizations, and media stakeholders alike. Its ultimate purpose is to ensure that digital platforms operating within South Asia adhere to principles of transparency, responsibility, and full compliance with fundamental human rights.
