Rwanda and Tanzania Forge Stronger Border Security Pacts

Military commanders from Rwanda and Tanzania have concluded a significant three-day meeting, cementing new joint measures aimed at bolstering cross-border security and confronting emerging threats. The resolutions, hammered out during the 15th Proximity Commanders’ Meeting between the Rwanda Defence Force (RDF) and the Tanzania People’s Defence Force (TPDF), signal a renewed commitment to regional stability.

The high-level talks, held in Karagwe District, Tanzania, from March 24 to 26, underscored the critical need for enhanced collaboration. Key to this strengthened partnership is a focus on deepening information sharing, coordinating patrols, and intensifying community sensitization efforts. These initiatives are viewed as essential in the ongoing battle against cross-border criminal activities and in fortifying the existing bilateral military cooperation between the two neighbouring nations.

Beyond tactical security measures, the commanders also committed to expanding Civil-Military Cooperation (CIMIC) activities. This strategic move is designed to foster more robust ties with the communities residing along the shared border, encouraging their active participation and vital intelligence contributions to maintaining peace and security in the region.

Key Agreements and Future Initiatives:

The meeting yielded several concrete agreements and proposed actions:

  • Enhanced Information Sharing: A commitment to more frequent and detailed exchange of intelligence regarding potential security threats.
  • Coordinated Patrols: Joint planning and execution of patrols along the border to deter illegal activities and enhance a visible security presence.
  • Community Sensitization: Increased engagement with border communities to raise awareness about security issues and encourage reporting of suspicious activities.
  • Expansion of CIMIC: A pledge to broaden the scope and frequency of CIMIC programs, building trust and cooperation between military personnel and local populations.
  • Promotion of Official Border Crossings: Collaborative efforts with local authorities to encourage the use of designated border posts, thereby regulating movement and mitigating illegal crossings.
  • Proposal for a New Crossing Point: A notable recommendation to establish a new official border crossing between Kibale in Rwanda’s Kayonza District and Bweranyange in Tanzania’s Karagwe District. This aims to further regulate cross-border traffic and combat illicit movements.
  • Friendly Sports Activities: The two forces agreed to organize friendly sporting events. These initiatives, while seemingly informal, play a crucial role in building camaraderie and strengthening personal relationships between military personnel from both nations.

Major General Ruki Karusisi, Commander of the RDF’s 5th Infantry Division, expressed his appreciation for the TPDF’s hospitality and reiterated the shared dedication to safeguarding the border. “The outcomes of this meeting further strengthen our coordination through joint efforts and information sharing,” he stated, emphasizing the practical impact of the discussions.

Brigadier General Gabriel Elias Kwiligwa, Commander of the TPDF’s 202 Infantry Brigade, echoed these sentiments, commending the robust collaboration already in place. He expressed strong confidence that the continued partnership would significantly enhance peace, security, and overall professionalism within both military forces.

The gathering brought together senior commanders from both the RDF’s 5th Infantry Division and the TPDF’s 202 Infantry Brigade, units directly responsible for security along the Rwanda-Tanzania frontier. Defence attachés from both countries were also in attendance, providing diplomatic and strategic perspectives.

The discussions included a comprehensive review of progress made since the previous commanders’ meeting held in Rwanda in December 2025. Furthermore, an assessment of ongoing security concerns was conducted. Several key issues were highlighted as requiring sustained, joint action, including:

  • Smuggling: The clandestine movement of goods across the border, impacting economies and potentially facilitating other illicit activities.
  • Drug Trafficking: The persistent threat of narcotics entering and transiting through the region, with significant consequences for public health and safety.
  • Illegal Fishing: Unregulated fishing activities in shared water bodies, which can lead to resource depletion and disputes.
  • Unauthorized Border Crossings: The challenge posed by individuals crossing the border outside of official checkpoints, often linked to criminal enterprises or security risks.

The commitment to a united front against these multifaceted challenges signifies a mature and proactive approach to regional security by both Rwanda and Tanzania. The strengthened alliance is expected to yield tangible improvements in the safety and stability of the border regions and contribute to the broader peace and prosperity of East and Central Africa.
