Ghana Export-Import Bank Charts New Course for Industrial and Export Transformation

Accra – The Ghana Export-Import Bank (GEXIM) is embarking on a strategic reset, aiming to fundamentally reshape Ghana’s industrial and export landscape. This ambitious initiative, detailed by GEXIM’s Chief Executive Officer, Mr. Sylvester Adinam Mensah, involves a comprehensive overhaul of the bank’s investment strategies and operational framework. The announcement came during a pivotal keynote address at the GEXIM @10 International Conference held in Accra.

The conference, themed “A Decade of Enabling Trade and Industrial Transformation: Resetting GEXIM for the Next Frontier,” served as a crucial platform for evaluating past successes, fostering collaborative idea exchange, and meticulously planning the bank’s trajectory for the coming years.

A Five-Pillar Strategy for Future Growth

Mr. Mensah outlined a forward-looking strategy for the period of 2025 to 2030, built upon five core pillars designed to drive sustainable development and enhance national competitiveness. These pillars are:

  • Deepening Solutions-Oriented Financing: This involves moving beyond conventional lending to offer more integrated and customized financial solutions that directly address the specific challenges faced by Ghanaian businesses.
  • Focusing on Scalable Sector Platforms: The bank will concentrate its efforts on nurturing and expanding key sectors that have the potential for significant growth and impact, creating robust ecosystems for innovation and production.
  • Enhancing Micro, Small, and Medium-sized Enterprises (MSMEs) Competitiveness and Export Readiness: A significant emphasis will be placed on empowering MSMEs, equipping them with the necessary financial tools, technical expertise, and market insights to thrive and compete on a global scale.
  • Strengthening Market Access and Trade Facilitation: GEXIM will actively work to dismantle barriers to trade, improve logistical infrastructure, and provide businesses with better access to both domestic and international markets.
  • Modernising the Institution: Continuous improvement in operational efficiency, governance, and service delivery will be paramount to ensure GEXIM remains agile and responsive to the evolving needs of the economy.

Prioritising Key Sectors for Impact

To achieve its objectives, GEXIM has identified several priority sectors that are crucial for boosting non-traditional exports, enhancing food security, generating employment, and increasing foreign exchange earnings. These include:

  • Agro-processing: Adding value to agricultural produce to increase export potential and reduce post-harvest losses.
  • Garments: Supporting the growth of the textile and apparel industry to leverage local resources and create jobs.
  • Pharmaceuticals: Fostering domestic production of essential medicines to improve health outcomes and reduce import dependency.
  • Industrial Oils: Developing the capacity for local production and processing of industrial oils.
  • Food Value Chains: Focusing on critical areas like rice and poultry production to strengthen national food security and create integrated supply chains.

Innovative Financial Instruments and Holistic Support

The bank’s strategic reset will incorporate a range of tailored financial products designed to mitigate risks and unlock potential. These include:

  • Export Credit Guarantees: Providing security to exporters and financial institutions involved in export transactions.
  • Concessional Working Capital: Offering more affordable and accessible funds to support the day-to-day operations of businesses.
  • Agribusiness Funding: Dedicated financial support for the agricultural sector and its value chains.
  • Blended Finance: Combining public and private capital to de-risk investments and attract more private sector funding.
  • Equity Investments: Taking direct stakes in promising businesses to foster growth and innovation.

Mr. Mensah stressed that Ghanaian enterprises require more than just financial assistance. GEXIM is committed to providing a complete support system, ensuring that businesses receive not only appropriate and timely financial backing but also vital linkages between production, processing, logistics, and market access. This holistic approach aims to create a seamless ecosystem for business success.

Addressing Challenges and Forging Partnerships

Recognising the persistent challenges facing Ghanaian businesses, such as high capital costs, underdeveloped logistics systems, and limited market information, Mr. Mensah called for robust collaboration. He emphasised the necessity of strong partnerships with the government, regulatory bodies, investors, and industry stakeholders.

“As GEXIM reflects on its achievements, the focus now turns to leveraging innovative solutions, partnerships, and policy alignment to propel Ghana’s trade and industrial transformation in the coming decade,” he stated, underscoring the bank’s commitment to driving national economic progress.

Demonstrable Growth and Future Vision

The bank’s progress was highlighted by its significant expansion in loan portfolio, which has grown from under US$70 million to nearly US$300 million by the fourth quarter of 2025, thereby supporting hundreds of businesses across the nation. This growth underscores GEXIM’s increasing capacity to facilitate economic activity.

Looking ahead, GEXIM will also enhance its advisory services, mentorship programs, digital tools, financial literacy initiatives, and market preparation support. These measures are designed to equip businesses with the knowledge and capabilities needed to successfully transition into global value chains. Furthermore, internal reforms are planned to boost operational efficiency, strengthen governance structures, and elevate the quality of service delivery, ensuring GEXIM is well-positioned to meet the demands of the next frontier in trade and industrial development.
