IOC Bans Trans Athletes from Women’s Olympic Events

IOC Establishes New Eligibility Framework for Female Categories at Olympic Games

The International Olympic Committee (IOC) has officially announced a significant policy shift that will redefine eligibility for the female category in all Olympic disciplines, commencing with the Los Angeles 2028 Olympic Games. This new framework, approved by the IOC Executive Board, aims to ensure fairness and safety by limiting participation in female categories to biological females. The policy will not be applied retroactively.

The core of the revised policy centres on a scientific approach to determining eligibility, primarily through screening for the SRY gene. This gene, typically found on the Y chromosome, is widely recognized as a crucial indicator of male sex development. The IOC has stated that the presence of the SRY gene is considered a fixed and highly accurate determinant of an athlete’s developmental sex throughout their life.

Key Aspects of the New IOC Policy:

  • Eligibility Determination: For all disciplines within IOC events, including the Olympic Games, eligibility for any female category will be exclusively reserved for biological females.
  • SRY Gene Screening: The primary method for determining eligibility will involve screening for the presence or absence of the SRY gene.
  • Screening Process: The screening can be conducted using less intrusive methods such as saliva samples, cheek swabs, or blood tests.
  • Permanent Eligibility: Athletes who test negative for the SRY gene will permanently meet the eligibility criteria for competition in the female category. This screening is intended to be a one-time event in an athlete’s career.
  • Exemptions: Rare exceptions will be made for athletes diagnosed with Complete Androgen Insensitivity Syndrome (CAIS) or other specific differences in sex development (DSDs) who do not derive a performance advantage from testosterone.
  • Ineligibility: Athletes who test positive for the SRY gene, with the aforementioned exceptions, will not be eligible to compete in the female category at IOC events.
  • Alternative Categories: Athletes who are ineligible for the female category due to an SRY-positive screen will still be eligible to compete in other classifications, such as male, mixed, or open categories, where they meet the respective criteria.

The IOC emphasized that this decision is grounded in robust scientific evidence and was developed through extensive consultations. A comprehensive review process, spanning from September 2024 to March 2026, involved input from scientists, medical experts, legal specialists, international sports federations, and athletes from around the globe.

The working group responsible for this review concluded that biological males generally possess inherent performance advantages in sports that emphasize strength, power, and endurance. Consequently, they recommended that eligibility for the female category be based on biological sex to uphold the principles of fairness and safety.

Kirsty Coventry, President of the IOC and a former Olympic athlete herself, articulated the rationale behind the policy. “As a former athlete, I passionately believe in the rights of all Olympians to take part in fair competition,” Coventry stated. “The policy that we have announced is based on science and has been led by medical experts.” She further highlighted that in the highly competitive environment of the Olympic Games, even marginal differences can significantly impact outcomes, making it imperative to ensure a level playing field. “It is absolutely clear that it would not be fair for biological males to compete in the female category. In addition, in some sports it would simply not be safe,” she added.

The IOC also stressed the importance of treating all athletes with dignity and respect throughout this process. The policy mandates that any required screening be accompanied by comprehensive counseling and educational support for the athletes.

This new policy supersedes previous IOC guidance concerning gender identity and variations in sex development in sports. While it directly applies to all IOC-sanctioned events, including the Olympic Games, international federations and national Olympic committees are strongly encouraged to adopt similar eligibility rules within their respective domains. It is important to note that this policy does not extend to grassroots or recreational sports programmes.
