Eastern Cape Province Bolsters Agricultural Sector with Significant Investment
The Eastern Cape Provincial Government is making a substantial commitment to revitalise its agricultural sector, mobilising significant resources to enhance disease control, bolster biosecurity measures, and drive agricultural production across the region. This comprehensive strategy aims to address recent challenges and unlock new opportunities for farmers.
During the presentation of the Department of Agriculture’s 2026/27 Policy Speech at the Provincial Legislature, MEC Nonceba Kontsiwe unveiled a series of strategic investments. A notable allocation of R55 million has been earmarked for the procurement of over one million vaccine doses to combat the devastating Foot and Mouth Disease (FMD). Furthermore, R22 million will be dedicated to acquiring essential veterinary consumables, crucial for maintaining animal health and preventing the spread of diseases.
MEC Kontsiwe acknowledged the severe repercussions of the recent FMD outbreak, which has significantly disrupted agricultural production, imposed stringent restrictions on livestock movement, and curtailed access to vital export markets. “The outbreak has resulted in significant financial losses, placing strain on farmers and the broader food system,” she stated. “FMD has highlighted the critical importance of strengthened biosecurity systems.”
In direct response to these challenges, the department is investing R25 million in the development of infrastructure designed to enhance biosecurity protocols and mitigate the risks posed by climate change to livestock production.
Unlocking Export Potential and Enhancing Biosecurity
A key initiative to facilitate access to international markets is the planned development of an export quarantine facility at the Dohne Agriculture Development Institute. This facility will serve a critical function by enabling both small-scale and large-scale livestock producers to quarantine animals destined for export, a mandatory requirement for all importing nations. This strategic move is expected to open new avenues for agricultural trade and economic growth.
Diverse Initiatives to Boost Productivity and Sustainability
The department has outlined a broad spectrum of initiatives aimed at elevating productivity, expanding market access, and fostering sustainability throughout the agricultural sector. These initiatives encompass several key areas:

Livestock Identification and Traceability: An allocation of R4.5 million will be used to implement the Livestock Identification and Traceability System (LITS). This system is designed to improve compliance with the Animal Identification Act and significantly strengthen disease control mechanisms within the province.

Blended Finance for Farmers: A substantial R42 million partnership between the Eastern Cape Rural Development Agency (ECRDA) and the Land Bank will provide crucial support to farmers through innovative blended finance mechanisms, making capital more accessible for various farming operations.

Infrastructure Development and Genetic Improvement: The department is investing R23.3 million towards the construction of 17 shearing sheds and the implementation of eight stock water projects across the province. Additionally, R8 million will be channelled into supporting genetic improvement programmes through the provision of 900 sheep and goats, aiming to enhance the quality and productivity of the provincial herds.

Poultry Production Support: A significant R18.3 million has been allocated to bolster poultry production, with a dedicated 40% of this fund targeted towards youth and women-led enterprises. Further investment of R7.5 million will go towards poultry infrastructure development, benefiting seven enterprises located in the Sarah Baartman, OR Tambo, and Chris Hani districts.

Grain and Oilseed Intensification: Efforts to boost grain and oilseed production will be intensified with an R80 million initiative. This investment will also include the erection of at least 62km of fencing to safeguard valuable croplands from damage.

Citrus Industry Development: The department aims to leverage R50 million in investment for 36 Black smallholder citrus farms, facilitated through partnerships with ECRDA and the Land Bank. To further enhance the competitiveness of the citrus industry, collaborations are underway with the Citrus Growers Association (CGA), industry stakeholders, and the national and Western Cape provincial governments. This partnership will focus on implementing a cost-effective method for controlling the False Codling Moth using the Sterile Insect Technique across more than 4,500 hectares of citrus orchards in the province.

Water Use Efficiency: In partnership with the Agriculture Research Council (ARC), the department is driving water use efficiency through advanced irrigation scheduling technology. This initiative, funded to the tune of R900,000, will ensure that irrigation schemes are aligned with precision agriculture principles, optimising water resource management.

Shared Mechanisation and Dairy Revitalisation: A budget of R5.2 million has been set aside to establish a commodity-specific shared mechanisation centre, which will be offered to farmers within irrigation schemes. Furthermore, R1.5 million will be used to revitalise a milk pasteurising facility at Seven Stars Dairy, enhancing the dairy value chain. Support for lucerne production will also be provided, with R4 million allocated for 300 hectares in Qamata and Zanyokhwe.

Aquaculture and Fisheries Support: Additional support measures include R200,000 for oyster and sea urchin producers, and R2 million dedicated to the small-scale fisheries sector, aiming to foster growth and sustainability in these marine-based industries.

Land Rehabilitation: A significant R18 million has been allocated to crucial land rehabilitation initiatives, underscoring the province’s commitment to environmental stewardship and sustainable land management practices.
