Billions Diverted from Digital Payment System Exposes Security Lapses and Suspected Corruption

A special audit by the Office of the Auditor General has revealed alarming systemic weaknesses and suspected corruption within Kenya’s eCitizen digital payment platform. The report details a staggering KSh 6.3 billion that was allegedly diverted from the government’s digital revenue collection system into an unauthorized private account. This revelation has sent shockwaves through the National Assembly’s Public Accounts Committee (PAC), prompting urgent calls for enhanced security and accountability measures.

The audit, which covered the period from 2014 to 2025, identified significant financial irregularities. Notably, discrepancies in transactions amounting to KSh 6.3 billion, including KSh 68.7 million and USD 48 million (equivalent to KSh 6.23 billion), were linked to an unknown account identified as “Pesaflow.” This account was found to be a local bank account that was not listed by the National Treasury as an authorized collection channel, raising serious questions about oversight and financial controls.

Key Findings of the Auditor General’s Report:

  • Unauthorized Account: A significant sum of KSh 6.3 billion was processed through an account not recognized by the National Treasury for government collections.
  • Lack of Transparency: The total amount irregularly collected via the “Pesaflow” account could not be definitively established, as bank statements for this account were withheld from auditors.
  • Access Denied: A senior director at the Office of the Attorney General, Addy Waichigo, reported being denied access to the e-Citizen platform for crucial data analysis, further hindering the audit process.
  • Uninvoiced Funds: The audit also highlighted that billions of shillings in receipts within the Pesaflow system, designed for digital government payments, were not linked to any official invoices.
  • Uncertainty Over Funds: Further inconsistencies were noted, with at least KSh 10 billion in collection and settlement accounts remaining in a state of limbo due to the absence of legally binding agreements.

National Treasury’s Response and PAC Concerns

Appearing before the Public Accounts Committee, Treasury Principal Secretary (PS) Chris Kiptoo acknowledged the findings and stated that the affected funds have since been seized and frozen. He assured the committee that immediate instructions were issued to halt further transfers upon discovery that the money was being moved to an Equity Bank account.

The PAC members also delved into a separate but related issue involving a lawsuit filed by Goldrock Ltd. The company alleged unlawful termination of its contractual obligations concerning the e-Citizen platform. This dispute led to an out-of-court settlement where the government paid Goldrock Ltd KSh 127.8 million.

Investigations revealed that in 2015, Webmasters Kenya Ltd had entered into a subcontracting agreement with Goldrock Ltd to manage revenue settlement and reconciliation for the e-Citizen platform. The PAC chairman, Tindi Mwale, questioned the authorization of the KSh 127.8 million payment made on January 25, 2024.

PS Kiptoo clarified that the Exchequer had approved the payment. He further explained that the negotiations for the out-of-court settlement were spearheaded by the Office of the Attorney-General, with the Attorney-General authorizing the payments and the National Treasury subsequently approving them.

Broader Implications for Digital Governance

The revelations surrounding the eCitizen platform underscore the critical need for robust cybersecurity measures and stringent financial oversight in government digital initiatives. The diversion of such a substantial amount of public funds points to potential systemic vulnerabilities that could be exploited.

The committee’s concerns extend beyond the immediate financial loss. They are focused on understanding how such irregularities occurred and what measures can be implemented to prevent future occurrences. The lack of access to platform data for auditors raises serious questions about transparency and accountability within the digital infrastructure.

Moving forward, the PAC is expected to conduct further inquiries to ascertain the full extent of the financial irregularities and to hold responsible parties accountable. The integrity of the eCitizen platform, which serves as a vital interface for citizens accessing government services, is paramount, and these recent findings necessitate a thorough review and strengthening of its security and operational protocols. The ongoing scrutiny aims to restore public trust and ensure that digital government systems operate with the highest standards of integrity and efficiency.
