Anambra State Governor, Professor Chukwuma Soludo, has announced a significant overhaul of the state’s administrative machinery, signalling an imminent repositioning of the workforce. This move follows an unscheduled assessment visit to the State Secretariat in Awka, aimed at evaluating staff conduct, punctuality, and overall dedication to public service.

During his inspection of various ministries and departments on Thursday, Governor Soludo engaged directly with personnel, seeking to gain a firsthand understanding of the prevailing work culture within the civil service. His observations, candidly described as a mix of “the good, the bad and the ugly,” highlight a critical juncture for the state’s administrative apparatus.

Commendation for Dedicated Public Servants

Governor Soludo expressed commendation for the “good people” within the system – those disciplined civil servants who have consistently upheld professional integrity and adhered strictly to official work hours. He emphasised that their commitment is central to the administration’s ambitious development agenda for Anambra State. These individuals represent the bedrock of effective governance and are vital to achieving the state’s objectives.

A Stern Warning to Underperformers

However, the governor also issued a clear warning to non-performing staff. He stated unequivocally that individuals who fail to align with the administration’s vision and performance expectations will be disengaged. This decisive stance underscores a zero-tolerance policy for inefficiency and a commitment to fostering a culture of accountability.

Addressing the workforce directly, Governor Soludo highlighted concerns regarding absenteeism and lateness, asserting, “Those who fail to meet time-keeping standards will be shown the way out. The era of lacklustre performance and entitlement in the civil service has come to an end.” This declaration signals a departure from previous norms and sets a new benchmark for public service in Anambra State.

Pillars of Civil Service Transformation

Governor Soludo outlined a strategic approach to building a civil service that is not only agile but also effective and efficient. This transformation will be built upon three key pillars of reform:

  • Technological Deployment: The administration is prioritising the integration of technology through digital workflows. This initiative aims to significantly enhance the speed and transparency of government processes, ensuring a more responsive and modern administrative system. The deployment of digital tools is expected to streamline operations and reduce bureaucratic bottlenecks.

  • Strengthened Supervision and Evaluation: Rigorous performance tracking mechanisms will be implemented to ensure accountability at all levels of the civil service. This involves establishing clear performance metrics and regular evaluations to identify areas of strength and opportunities for improvement. The goal is to create a culture where every public servant understands their responsibilities and is held accountable for their contributions.

  • Sustained Infrastructural Improvements: Continuous investment in infrastructural upgrades is being made to provide a conducive working environment for civil servants. Governor Soludo stressed that these significant investments must be reciprocated with a renewed sense of duty and enhanced productivity from the workforce. A well-equipped and comfortable workspace is seen as crucial for fostering efficiency and job satisfaction.

Towards a High-Performing Bureaucracy

Governor Soludo’s visit and subsequent pronouncements underscore the administration’s unwavering resolve to transform the state’s bureaucracy into a high-performing system capable of delivering effective governance. By harmonising technological innovation with strict disciplinary oversight, the government aims to ensure that the civil service operates with maximum efficiency.

The ultimate objective is to ensure that the dividends of democracy are effectively delivered to the people of Anambra State. This comprehensive reform agenda seeks to create a public service that is not only efficient but also a true partner in the state’s development and progress. The expectation is that a revitalised civil service will be instrumental in achieving Governor Soludo’s vision for a prosperous and well-governed Anambra.
