Woongdong District 1 Development Project Inches Forward with Golf Course Reopening
A significant milestone has been reached in the long-stalled development of Woongdong District 1 in Jinhae-gu, Changwon City, South Gyeongsang Province. The project, which has faced considerable delays, is now entering a normalization phase, beginning with the highly anticipated reopening of its golf course.
The Busan-Jinhae Free Economic Zone Authority (BJFEZA) announced that the existing Aramir Golf Course, situated within Woongdong District 1, will be rebranded as “Jinhae New Port CC” and will commence operations on April 1st. This facility will now be managed directly by the Gyeongnam Development Corporation, signalling a new chapter for the project.
The BJFEZA confirmed that it had received a revised business plan for the sports facility from the Gyeongnam Development Corporation on March 3rd. Following a thorough review of the submitted documentation and extensive consultations with key stakeholders, including the South Gyeongsang Province and Changwon City administrations, final approval was granted on March 19th. This approval is widely seen as the crucial first step in revitalizing the Woongdong District 1 development.
This development follows a pivotal agreement reached on November 28th between Changwon City and the Gyeongnam Development Corporation. This agreement established a plan to allocate 100.9 billion Korean won towards repaying the debts of the private operator. These funds are considered confirmed investment costs, effectively clearing a major hurdle for the project’s normalization. Subsequently, the Gyeongnam Development Corporation has been diligently working through the necessary procedures to take over the golf course, including finalizing the agreement and transferring ownership.
Since December of last year, the Gyeongnam Development Corporation has been actively preparing for the direct management of the golf course. This preparatory work has encompassed several key areas:
- System Implementation: The establishment of an integrated computer system to streamline operations.
- Staffing: The organization and recruitment of operational staff to ensure efficient day-to-day management.
- Reservation Enhancements: Improvements to the existing reservation system to enhance user experience and accessibility.
To facilitate a seamless transition, the Gyeongnam Development Corporation had entrusted the previous operator with the ongoing management of the golf course until the end of the current month. This interim arrangement ensured continuity and minimized disruption to golfers.
Looking ahead, the BJFEZA is committed to expediting the remaining administrative processes. This includes the formal approval of the sports facility business registration, which is slated for completion by March 31st. The authority’s support is crucial for ensuring a smooth and successful opening of Jinhae New Port CC on April 1st.
Beyond the immediate reopening of the golf course, the BJFEZA is focused on a comprehensive approach to the full normalization of Woongdong District 1. This involves continued collaboration with relevant institutions to address essential follow-up tasks. These critical tasks include:
- Infrastructure Development: The construction of remaining essential infrastructure, such as roads and green spaces, which are vital for the overall functionality and aesthetic appeal of the district.
- Feasibility Studies: Conducting thorough feasibility studies for the development of areas previously designated for fishery activities and any residual land parcels. This will pave the way for future development opportunities and ensure optimal land utilization.
Park Sung-ho, the head of the BJFEZA, expressed a strong commitment to the project’s successful revival. He stated, “We will steadfastly push for the normalization of the Woongdong District 1 development project in close cooperation with relevant institutions. With the opening of Jinhae New Port CC, we will strengthen leisure and recreational functions and ensure it contributes to revitalizing the local economy.” The reopening of the golf course is anticipated to not only provide enhanced leisure and recreational facilities but also to act as a catalyst for economic revitalization within the Jinhae-gu region and the broader Changwon City area.
