Contractor Arrested for Alleged Extortion Attempt Targeting Government Official
Bangkok, Thailand – Authorities have apprehended a 41-year-old construction contractor accused of impersonating a well-connected intermediary and attempting to extort millions of Thai baht from a senior government official. The suspect allegedly claimed he possessed the ability to influence a crucial ruling by the National Anti-Corruption Commission (NACC).
Sarayuth Wongniam was taken into custody on Monday at the Department of Royal Rainmaking and Agricultural Aviation in Bangkok’s Chatuchak district. The arrest was the culmination of an operation following a complaint lodged with the police’s Anti-Corruption Division.
The Alleged Scheme Unfolds
The complaint was filed by Paijit Kao-glao, the deputy director-general of the Department of Royal Rainmaking and Agricultural Aviation. Mr. Kao-glao reported that he was initially approached by Mr. Sarayuth (who used the alias ‘Surachai’) late last year.
According to investigators, Mr. Sarayuth contacted Mr. Kao-glao via telephone on December 18th, subsequently arranging a meeting at the official’s office. During this encounter, the suspect reportedly asserted that he had close connections with NACC commissioners. He then offered his services to help secure the dismissal of an ongoing investigation that implicated Mr. Kao-glao.
The investigation in question reportedly centres on allegations of the improper splitting of procurement contracts related to a building renovation project undertaken in 2022. This matter was at the time undergoing preliminary review by the NACC.
Demands and Deception
Investigators revealed that Mr. Sarayuth initially demanded a sum of 15 million baht, labelling it an “administration fee” intended to guarantee the closure of the case. To bolster his credibility and create the illusion of inside access, he presented documents purportedly linked to the NACC inquiry. Through subsequent negotiations, the demanded amount was reportedly reduced to between 2 and 3 million baht.
The situation escalated on Monday when the suspect allegedly contacted Mr. Kao-glao once more, pressing for payment. This action prompted the police to orchestrate a sting operation. Mr. Sarayuth was invited to collect an initial instalment of 200,000 baht at the deputy director-general’s office.
Law enforcement officers were present and moved in to arrest Mr. Sarayuth at the scene immediately after the money exchange took place.
Confession and NACC Response
During initial questioning, Mr. Sarayuth reportedly confessed to the charges. He informed the police that he worked as a construction contractor and had been experiencing financial difficulties. He claimed that an acquaintance had persuaded him to undertake the fraudulent scheme, promising him a payment of 10,000 to 20,000 baht for his participation.
Kiattisak Putpan, a deputy spokesperson for the NACC, commented on the case, emphasizing that the investigation mentioned by the suspect was still in its nascent stages. He clarified that any publicly available documents at this point would only reflect preliminary considerations and not any definitive decisions.
Mr. Putpan issued a warning, stating that such documents can be easily manipulated by fraudsters. He explained that these individuals exploit them to deceive potential victims, making them believe that they have undue influence over ongoing legal proceedings.
The Renovation Project and Legal Ramifications
The renovation project at the heart of the NACC inquiry involved improvements made to the sixth floor of the Department of Royal Rainmaking and Agricultural Aviation’s building in 2022. Local media reports indicated that the actual value of this project was significantly less than the 15 million baht allegedly demanded by the accused.
Mr. Sarayuth has been formally charged with demanding or accepting benefits in exchange for unlawfully influencing the decision-making process of a state official. Police are continuing their investigation, aiming to uncover any potential accomplices or broader networks that may have been involved in this alleged extortion attempt.
