Burkina Faso Champions Local Languages in AI Advancement for Digital Sovereignty

Burkina Faso is embarking on an ambitious journey to place its indigenous languages at the heart of its artificial intelligence (AI) development, a strategic move aimed at bolstering its digital sovereignty. This initiative underscores a profound commitment to ensuring that technological progress is not only inclusive but also deeply rooted in the nation’s rich linguistic and cultural tapestry.

The Ministry of Digital Transition, Posts, and Electronic Communications has spearheaded a high-priority workshop, orchestrated by the Permanent Secretariat of Innovation and Monitoring of Emerging Digital Technologies (SP-ISN). This intensive session is specifically designed for the linguistic formalisation and the meticulous creation of a substantial data corpus. This corpus will serve as the foundational element for developing Large Language Models (LLMs) in four key national languages: Mooré, Dioula, Fulfuldé, and Gulmancema.

This crucial undertaking has brought together a diverse and expert group of stakeholders. The collective includes dedicated teacher-researchers, seasoned linguists, experienced journalists, and leading AI specialists. Their combined expertise is being leveraged to construct the essential linguistic frameworks required for advanced AI tools. These tools will encompass vital functionalities such as voice recognition, sophisticated automatic translation, and natural-sounding voice synthesis, as confirmed by government officials.

This workshop represents a cornerstone of Burkina Faso’s long-term vision, aligning directly with the nation’s 2030 Horizon strategy and its specific National Strategy for Artificial Intelligence. Dr. Aminata Zerbo-Sabané, the Minister of Digital Transition, Posts, and Electronic Communications, highlighted the significance of this initiative. She explained that the eleventh pillar of this strategic roadmap is dedicated to cultivating a new generation of local AI experts. Furthermore, it aims to foster a sovereign digital ecosystem and to strategically harness the transformative potential of AI across critical development sectors.

By actively integrating national languages into the development of emerging technologies, Burkina Faso is unequivocally asserting its desire to build AI solutions that are inherently inclusive, widely accessible, and meticulously adapted to its unique socio-cultural landscape. This commitment ensures that the benefits of AI will reach all segments of society, irrespective of their linguistic background.

The project is receiving vital financial support through the Fast-Tracking Digital Transformation framework. The government’s objective in meticulously creating these localised data sets is to guarantee that essential digital services in sectors such as health, agriculture, and education become readily accessible to all citizens, particularly those who do not converse in French. This proactive approach is a direct effort to significantly reduce the existing digital divide and promote equitable access to information and services.

The formalisation of these languages into formats that machines can readily process is recognised as an indispensable step. This process is critical for ensuring that Africa’s rich linguistic heritage is not only preserved but also prominently represented within the rapidly evolving global AI landscape, as underscored by the SP-ISN. This initiative positions Burkina Faso as a pioneer in advocating for linguistic diversity in AI, setting a precedent for other nations seeking to assert their digital autonomy and cultural identity in the age of artificial intelligence.
