Foreign Language Labels on Consumer Products Deemed Unsafe by Nigerian Regulator

The Federal Competition and Consumer Protection Commission (FCCPC) in Nigeria has issued a stern directive: any consumer product not bearing English language labelling is in violation of safety standards. This ruling underscores the critical importance of clear communication for consumer protection and market integrity.

Speaking in Abuja during the 2026 World Consumer Rights Day and the 9th National Young Consumers’ Contest Awards, the Executive Vice Chairman of the FCCPC, Mr. Tunji Bello, highlighted the pervasive nature of this issue across Nigerian markets. Represented by Boladele Adeyinka, Bello emphasized that the presence of product labels exclusively in foreign languages significantly hinders consumers’ ability to make informed purchasing and consumption decisions.

“Every consumer product in Nigeria should be labelled in English language,” declared Adeyinka, reiterating the commission’s stance. She further elaborated that products lacking English translations are automatically disqualified from meeting basic safety requirements.

The Perils of Undocumented Consumption

The core of the FCCPC’s concern lies in the inherent risks associated with products that consumers cannot understand. When product information is presented in languages not officially recognized in Nigeria, consumers are essentially left to use or consume items without full comprehension. This lack of understanding, the commission argues, renders such products inherently unsafe.

This oversight exposes consumers to a range of avoidable risks, including significant health and safety concerns. Consumers are placed in a precarious position because they are unable to verify crucial information such as the product’s contents, proper usage instructions, and adherence to safety standards.

The FCCPC continues to identify these non-compliant products across a multitude of sectors, alongside other breaches of established safety and quality regulations. “Across several sectors, we still find products that do not meet basic safety and quality requirements, including improperly labelled goods,” stated Adeyinka, underscoring the breadth of the problem.

Root Causes and Competitive Distortions

Investigations into these lapses reveal a combination of factors. In some instances, weak internal control mechanisms within manufacturing processes are identified as a contributing cause. In other cases, the issue points to a poor culture of compliance or a deliberate disregard for regulatory obligations. Adeyinka noted, “In certain instances, there are indications of deliberate disregard for legal and regulatory obligations.”

Beyond the direct risk to consumers, this practice also creates an uneven playing field in the market. By circumventing essential labelling requirements, non-compliant businesses gain an unfair competitive advantage over those that adhere to the law. Law-abiding businesses are consequently placed at a disadvantage when their competitors can push unsafe products into the market by cutting corners.

A Call for Accountability and Vigilance

The FCCPC stresses that product safety must be considered a fundamental responsibility for all stakeholders involved in the production and distribution chain. “Product safety cannot be treated as a secondary matter. It is a core obligation with clear public interest consequences,” Adeyinka asserted.

In response to these ongoing challenges, the commission has intensified its enforcement efforts. This includes increased market surveillance operations and rigorous product testing. “Where concerns are raised about consumer safety, such matters are investigated, and where breaches are established, enforcement actions are taken,” she explained.

Furthermore, the FCCPC is committed to collaborating with other regulatory bodies to tackle this issue comprehensively. The effectiveness of consumer protection, Adeyinka believes, is contingent upon harmonized standards and consistent enforcement across all relevant institutions.

Consumers are also urged to play a more active role in safeguarding themselves. They are encouraged to exercise greater vigilance by meticulously checking product information before making any purchases and to promptly report any suspicious or inadequately labelled goods. “Consumers should examine products carefully, pay attention to labelling and report concerns where necessary,” she advised.

The commission has issued a clear warning: manufacturers and distributors who fail to comply with established safety standards will face stringent sanctions. “Non-compliance attracts regulatory consequences. Compliance is not optional; it is a condition for participating in the market,” Adeyinka stated unequivocally.

Ultimately, the FCCPC remains steadfast in its commitment to fostering safer markets through enhanced enforcement measures and robust consumer awareness campaigns. The vision is one where safe and reliable markets are built upon the foundation of responsible business conduct, effective regulation, and the active participation of well-informed consumers.
