Prior to the rise of Governor Dikko Umaru Radda, narratives from Katsina State mainly focused on instability and various criminal behaviors. A different view of the current situation in Katsina State was presented to me when, on the final Monday, I accompanied some journalists to witness and confirm the developments taking place in the state. There is no question that Governor Radda is dedicated to improving the circumstances of the Katsina people, who have been caught in a cycle of insecurity and poor leadership.
Identifying Challenges
Radda has largely succeeded in the goal of protecting residents from the threat of criminals by involving the community. In examining the underlying factors and patterns behind the repeated tragic situation in Katsina State, Radda utilized his intellectual abilities by analyzing the problems and clearly suggesting the most effective actions to be taken under the ‘Building your future’ initiative. The governor’s vision centers around seven main development areas aimed at ensuring the safety of people and property, reforming public institutions, and promoting economic growth. The seven-point plan of the Radda administration includes security and peace building; access to and reform of education; agricultural transformation; improvement of healthcare; urban renewal and infrastructure development; reform of public and civil services; and support for socio-economic and green growth to boost development and overcome past feelings of hopelessness and disappointment.
Security Tops All
The fact that banditry dominated the state when Radda took office as governor on 29 May 2023 was beyond question. If there was any progress to be made, the governor, rightly so at that time, had to eliminate insecurity. Three years into his tenure, Radda has remained steadfast in his efforts to confront the issue of insecurity. Unlike other states, where all focus is placed on the military and police to deal with offenders, the governor, in October 2023, created the Katsina State Community Watch Corp (KSCWC) to involve communities in security matters to safeguard lives and property. This initiative’s success was recognized as a national model this week during the visit of Study Group 5 from Senior Course 48 of the Armed Forces Command and Staff College, Jaji, Kaduna State.
The achievement in the battle against terrorism is connected to Radda’s resolve to equip and train community groups for effective operations. Recognizing the need to combat insurgency and crime without sufficient military presence, it is essential to involve local residents as the first line of defense in vulnerable areas before security forces arrive at attack sites. According to Radda, the route to lasting peace is being pursued through cooperation with the government, security organizations, traditional leaders, and local communities. Undoubtedly, the government led by Radda has emphasized its dedication to fostering trust and shared responsibility in tackling security issues, including backing all legitimate efforts to safeguard lives, protect communities, and ensure a peaceful future for citizens.
Transforming Agriculture
As a farming-based state, Radda has implemented significant agricultural changes. In addition to initiating actions aimed at boosting economic development, ensuring food supply, and creating jobs, the government is concentrating on mechanization, provision of input subsidies, and upgrading to modernize conventional farming methods. Through the Katsina Agricultural Mechanisation Centre, the state acquired 400 tractors complete with all necessary equipment, 10 combine harvesters, and 1,000 hand planters. Additionally, 6,000 solar-powered water pumps were obtained to support farming during the dry season.
To guarantee the success and long-term viability of the newly launched agricultural initiative, the state government has provided tractors and other farming equipment to local government offices, allowing farmers from different areas to apply for their use. The cost for ploughing one hectare is N50,000, but the state government offers a 50 per cent discount to promote land cultivation and lower expenses, thus boosting farmers’ earnings.
Focusing On Health
Under Radda’s guidance, Katsina State has implemented major reforms and investments aimed at revitalizing its healthcare system, with a focus on primary healthcare infrastructure, staff, and emergency services. The administration led by Radda has initiated efforts to revitalize Primary Health Care centers throughout all 361 wards, with 268 PHCs upgraded by February 2026. A total of N26.7 billion has been allocated for upgrading healthcare facilities, including the construction of housing to support rural postings and the enhancement of water and sanitation systems. The state has also set up one of the largest public dialysis centers and a cutting-edge imaging center in Katsina, intended to decrease medical tourism and improve access to advanced medical care.
EducationSince taking office in 2023, the Radda-led administration has initiated a quiet transformation in the education field, emphasizing infrastructure enhancement, digital skills, and professional development for educators, with an aim to ensure equitable access to high-quality education. Over the past three years, the government has allocated approximately a quarter of the yearly budget (more than N120 billion) to reshaping the state’s educational environment.
Some of the infrastructure projects in education include the Model Smart Schools and Infrastructure located in Radda, Damurkul, and Jikamshi. On the penultimate Tuesday, the Model Secondary School in Radda, within the Charanchi LGA, was officially launched. These model schools implement a merit-based and inclusive admission system that prioritizes children from public schools and those from underprivileged backgrounds. The smart school is equipped with modern residential accommodations, classrooms fitted with information and communication technology, science laboratories, and provides round-the-clock electricity and internet access, along with solar power capabilities. Radda mentioned that the vision for these institutions was developed over three decades ago and aims to establish a “laboratory for Africa’s educational renaissance” by cultivating future leaders and innovators.
The state has also hired 7,325 teachers, with more than 18,000 educators having completed professional development programs. Furthermore, over 20,000 Samsung Galaxy tablets and laptops have been given to teachers to promote digital skills. Scholarships totaling more than N7 billion have been provided to students both inside and outside Nigeria. This encompasses N640 million allocated for higher education students for the 2020/2021 and 2021/2022 academic sessions.
Governor Radda has made it clear that, despite his dedication to Katsina’s safety, he is taking action to create a fresh future for the state.
