Hout Bay Helicopter Incident: No DFFE Contract Link

Helicopter Incident in Hout Bay: DFFE Clarifies Contractual Boundaries

A recent helicopter incident in Hout Bay, within the scenic Table Mountain National Park, has prompted clarification from the Department of Forestry, Fisheries and the Environment (DFFE). While a helicopter operating near a fire site experienced an accident, the DFFE has emphatically stated that this event is not connected to any of its ongoing contractual operations.

The incident, which involved Kishugu Aviation, occurred on a Wednesday and necessitated a swift emergency medical response. The Wilderness Search and Rescue (WSAR) team was also activated as a precautionary measure. Reports at the time indicated that the pilot involved was safe.

The DFFE outlined its contractual relationship with Kishugu in a statement released the following day. The department has a five-year agreement in place with the Kishugu Joint Venture, a partnership that includes Kishugu Aviation. This collaboration is central to the implementation of the department’s vital Working on Fire Programme.

The Working on Fire Programme: A Crucial Component of Fire Management

The Working on Fire Programme is designed to provide essential aerial support for firefighting efforts across land managed by the DFFE. This aerial capacity is critical for quickly assessing and tackling wildfires, as well as providing support for ground crews. Furthermore, the programme can be extended to assist communities in responding to fire incidents when the need arises.

However, the department was keen to stress that the specific incident in Hout Bay, which took place on 25 March 2026, fell outside the parameters of this established agreement.

“The department confirms that, at the time of the incident, the helicopter was deployed under a separate contractual arrangement and was not undertaking work on behalf of DFFE,” the statement read. “The aircraft was operating under a contract with South African National Parks (SANParks).”

This distinction is crucial, highlighting the DFFE’s commitment to transparency regarding its operational and contractual responsibilities.

Support and Investigation

The Department extended its well wishes to the pilot involved in the Hout Bay incident, expressing hopes for a swift and full recovery. The DFFE also took the opportunity to commend the efforts of all firefighting and emergency personnel who were engaged in wildfire suppression activities at the time. Their dedication and bravery in challenging conditions are often instrumental in mitigating the impact of fires.

The DFFE noted that the appropriate aviation and law enforcement authorities are expected to conduct a thorough investigation into the circumstances surrounding the helicopter accident. Such investigations are standard procedure to determine the cause of the incident and to identify any potential safety improvements.

According to the initial account provided by the service provider, the pilot was able to exit the aircraft unaided following the incident. The pilot then made their way to safety and was subsequently transported to a local hospital for comprehensive medical evaluation. The DFFE awaits the findings of the official investigation.
