Diplomatic Push Underway for Mushikiwabo’s Francophonie Re-election
A concerted diplomatic effort is currently underway across various nations, as ministers from Rwanda engage with their counterparts to garner support for Louise Mushikiwabo’s bid for a third term as the head of the Organisation internationale de la Francophonie (OIF). The campaign highlights key areas of cooperation and shared interests within the French-speaking world.
Minister of Labour and Public Service, Christine Nkulikiyinka, recently concluded discussions in Mauritius with Prime Minister Navinchandra Ramgoolam. This high-level meeting, held on March 25, focused on President Mushikiwabo’s candidacy for another term leading the OIF. Beyond the immediate goal of securing votes, the discussions also delved into avenues for enhanced cooperation between Mauritius and Rwanda within the broader Francophonie framework and in areas of mutual interest.
The leaders identified several priority sectors crucial for delivering tangible benefits to their respective populations. These include:
- Skills Development: Investing in human capital and enhancing the capabilities of citizens.
- Tourism: Exploring opportunities to boost the tourism sector, a key driver of economic growth.
- Entrepreneurship: Fostering an environment conducive to innovation and business creation.
This engagement in Mauritius follows a similar diplomatic mission undertaken by Minister Nkulikiyinka in Seychelles on March 21. During her visit, she met with Vice-President Sébastien Pillay, where the primary agenda was also to advocate for Mushikiwabo’s continued leadership at the OIF.
The diplomatic drive extends beyond Minister Nkulikiyinka’s efforts. In a parallel initiative, the Minister of Interior, Vincent Biruta, travelled to Congo Brazzaville. On Wednesday, he delivered a personal message from Rwandan President Paul Kagame to Denis Sassou-Nguesso, the President of Congo Brazzaville. The message conveyed congratulations to President Sassou-Nguesso on his recent re-election and, crucially, solicited support for Mushikiwabo’s pursuit of a third four-year term at the OIF.
Several other Rwandan ministers are actively involved in this international tour to rally support for Mushikiwabo’s re-election campaign. Foreign Minister Olivier Nduhungirehe has undertaken visits to various countries, including Djibouti, to lobby for the Rwandan candidate’s continued leadership. Similarly, Sports Minister Nelly Mukazayire has held significant talks with leaders in Mauritania and Senegal, further broadening the scope of the diplomatic outreach.
Understanding the Organisation internationale de la Francophonie (OIF)
The Organisation internationale de la Francophonie serves as a vital international body, uniting 88 member states and governments. Its core mission revolves around the promotion of the French language, alongside fostering robust political, educational, economic, and cultural cooperation among its members.
Louise Mushikiwabo has been at the helm of the OIF since 2018. Her leadership was reaffirmed with a re-election in 2022, and she is now seeking to secure another four-year mandate. The decision regarding her potential third term is expected to be a key agenda item at the upcoming Francophonie Summit, scheduled to take place in Cambodia. The ongoing diplomatic engagements underscore the importance Rwanda places on its leadership role within this influential global organization and its commitment to furthering the OIF’s objectives.
