The Development Bank of Namibia (DBN) has unveiled a groundbreaking financing initiative, “DBN For HER,” designed to specifically address the unique growth trajectories of enterprises wholly owned and managed by women. This dedicated facility aims to provide accessible, responsive, and development-focused capital, empowering women entrepreneurs to not only launch but also expand and scale their sustainable businesses.
The launch signifies a pivotal moment in Namibia’s commitment to fostering inclusive economic growth and advancing gender equality within the business landscape. By recognizing the distinct challenges and opportunities faced by women in business, DBN For HER seeks to dismantle existing barriers and unlock the full economic potential of female innovators and leaders.
A Powerful Partnership for Economic Empowerment
The DBN For HER initiative is significantly bolstered by a substantial N$400 million loan from the African Development Bank (AfDB). This substantial financial backing underscores the AfDB’s unwavering commitment to promoting women’s economic empowerment across the African continent. It also serves to strengthen DBN’s capacity to deliver highly targeted and impactful financial solutions tailored to the needs of women-owned enterprises.
Evangelina Nailenge, Chairperson of the DBN Board, emphasized that DBN For HER is far more than just a financial product. She described it as a deliberate and strategic step towards ensuring inclusive economic participation. Nailenge articulated a critical concern: without bespoke solutions designed for women, there is an inherent risk of their unintentional exclusion from the broader economy. Consequently, DBN For HER is positioned as a vital intervention to rectify this imbalance and harness the untapped potential of women entrepreneurs.
The Minister of Finance, Hon Ericah Shafudah, echoed these sentiments, highlighting the pressing need to dismantle structural impediments that have historically constrained women’s access to finance and their full participation in economic activities.
“DBN For Her represents a deliberate and strategic response to structural imbalances in our economy,” stated Minister Shafudah. “It is not merely about providing access to finance; it is about ensuring that women become active drivers of economic growth, job creation, and national development.”
Key Features and Accessibility of DBN For HER
The DBN For HER facility is structured to be highly inclusive and accessible, catering to a broad spectrum of Namibian businesses that meet specific criteria:
- Eligibility: Businesses must be 100% women-owned.
- Size: The facility supports enterprises employing between 5 and 300 individuals, encompassing both small and medium-sized enterprises (SMEs) as well as larger businesses.
- Sectoral Reach: All sectors of the Namibian economy are eligible for support.
- Loan Amounts: Financing ranges from N$150,000 to N$10 million.
- Interest Rates: Loans are offered at prime interest rates, making them competitive and manageable for businesses.
- Grace Period: A significant 12-month grace period is provided, during which no interest is charged on the loan. This allows businesses crucial time to establish their operations and generate revenue before commencing interest payments.
- Collateral Options: Recognizing that traditional collateral requirements can be a barrier for many entrepreneurs, DBN For HER offers flexible collateral options. These include credit guarantees, credit life insurance, and project assets, thereby enhancing accessibility for women entrepreneurs who may face challenges in meeting conventional collateral demands.

The Minister of Gender Equality and Child Welfare, Hon Emma Kantema, lauded DBN for introducing an intervention that is both timely and impactful. She highlighted its alignment with continental, regional, and national development priorities, emphasizing the broader significance of empowering women.
