Key Activities at the 6th Sitting of Uganda’s 12th Parliament
The 6th Sitting of the 1st Meeting of the 1st Session of Uganda’s 12th Parliament is set to take place on Tuesday, July 7, 2026, at 2:00 PM. This session will focus primarily on committee appointments and elections for key parliamentary positions, as outlined in the Order Paper issued on July 5, 2026.
The sitting will begin with prayers and communication from the Chair, followed by the designation of members to standing and sectoral committees. According to the Order Paper, this activity will last for 30 minutes and is based on Rule 167 and Rule 195 of the Rules of Procedure. These committees play a crucial role in shaping Parliament’s legislative and oversight work, as they are responsible for scrutinizing government programs, examining bills, and considering policy matters before they are debated by the House.
In addition to committee designations, members will also elect Backbench Commissioners in accordance with Section 2(4) of the Administration of Parliament Act and Rule 11 of the Rules of Procedure. This process is scheduled to take 20 minutes and will see the selection of individuals who will serve on the Parliamentary Commission. This body oversees the administration and financial management of Parliament, ensuring that all operations run smoothly and efficiently.
Another significant item on the agenda is the election of Uganda’s representatives to the Pan-African Parliament. This activity, which is also scheduled for 20 minutes, will follow Rule 14 and Appendix E of the Rules of Procedure. Uganda’s representatives to the Pan-African Parliament will serve in the continental legislative body headquartered in Midrand, South Africa. There, they will participate in debates on regional integration, governance, and development across Africa.
The sitting will also involve the designation of members to several international parliamentary organizations. These include the Commonwealth Parliamentary Association (CPA), the Organisation of Islamic Cooperation (OIC), the Inter-Parliamentary Union (IPU), and the African, Caribbean and Pacific-European Union (ACP-EU) Parliamentary Assembly. This activity is listed as the sixth item on the Order Paper and is expected to take 10 minutes.
By completing these internal organizational structures, the sitting will enable committees and parliamentary delegations to begin their work as the House prepares to consider legislation, budgets, and oversight matters during the first session of the 12th Parliament.
