EU Repatriations: Iran War’s European Toll

EU Ramps Up Repatriation Efforts Amidst Middle East Crisis

The ongoing conflict in the Middle East has led to widespread flight cancellations and significant disruption for citizens across Europe. In response, the European Union has mobilized substantial resources to facilitate the safe return of its nationals from the affected region. The EU’s Emergency Response Coordination Centre (ERCC) has been instrumental in coordinating efforts, supporting numerous flights that have brought thousands of European citizens back to their home countries.

While precise figures for the total number of European nationals in the Middle East remain elusive, the ERCC has been actively involved in assisting with the repatriation of individuals to 14 EU member states, including prominent nations like France, Italy, the Netherlands, and Sweden.

EU Repatriation Mechanisms

The EU employs two primary schemes to manage repatriation costs, offering varying levels of financial support.

  • National Flights with EU Co-funding: Under one scheme, the EU can reimburse up to 75% of the costs associated with national repatriation flights. This financial assistance is contingent upon a crucial condition: at least 30% of the available seats on these flights must be made accessible to citizens of other EU member states, promoting a collective approach to citizen welfare.
  • Fully Funded rescEU Flights: In situations where no individual member state can adequately provide assistance, the European Commission has the authority to organize fully funded repatriation flights through the innovative rescEU mechanism. This ensures that no European citizen is left stranded due to a lack of national capacity.

Scale of EU Repatriation Operations

As of March 16th, a significant milestone was reached, with over 11,000 European citizens successfully repatriated on EU-funded flights, according to a statement from the European Commission. These operations underscore the EU’s commitment to protecting its citizens in times of crisis, regardless of their geographical location.

A recent operation highlighted the collaborative nature of these efforts. The fifth evacuation flight, carrying 134 European citizens, landed in Bucharest, Romania. This flight was initiated following a request from Romanian authorities and departed from Oman, transporting 96 Romanian nationals alongside 38 citizens from other European countries who had found themselves stranded in the United Arab Emirates. Furthermore, the EU extended its support to cover up to 75% of the road transport expenses incurred by passengers to reach Oman for their onward journey.

Prior to this, the second week of March saw four other significant EU-funded repatriation flights. The first flight brought 356 European citizens back from Oman to Romania. Subsequently, two flights landed in Warsaw, Poland, repatriating a total of 303 European citizens. Of these, 277 were Polish nationals, while the remaining 76 were citizens from other European nations. These individuals had been stranded in a range of locations, including Kuwait, Bahrain, Qatar, and the United Arab Emirates.

The demand for EU assistance in repatriating citizens from the Middle East has been substantial, with a total of 23 countries formally requesting support.

Hadja Lahbib, Commissioner for Equality, Preparedness and Crisis Management, emphasized the EU’s unwavering dedication: “We will continue to protect our citizens wherever they are, stepping in to help when challenges are too great for any one country to face alone.”

National Repatriation Initiatives

Beyond the EU-level coordination, individual member states have also been diligently carrying out their own repatriation operations and devising strategies for those still awaiting return.

  • Greece: The Hellenic Ministry of Foreign Affairs reported on March 20th that over 2,000 Greek citizens had been safely brought back from the conflict zone. This extensive operation involved overland travel from Tel Aviv, Jerusalem, and Bethlehem to Egypt, as well as journeys from Kuwait, Bahrain, and Qatar to Saudi Arabia. Additional flights were arranged to facilitate the return of citizens from Oman, the United Arab Emirates, Qatar, and Saudi Arabia.

  • Italy: Approximately 25,000 Italian nationals, comprising tourists and expatriates, have successfully returned to Italy. The Italian Ministry of Foreign Affairs estimates that a considerable population of around 90,000 Italians reside or were traveling in the Middle East and the Gulf region at the time the conflict escalated.

  • France: According to government spokeswoman Maud Bregeon’s statement on March 11th, nearly 20,000 French nationals have been repatriated. It is estimated that as many as 400,000 French citizens were living in or traveling through the region when the war commenced.

  • Spain: Spain has also undertaken significant evacuation efforts, successfully repatriating 8,000 of its citizens since the outbreak of hostilities, as detailed in a press release issued on March 13th.

These multifaceted efforts, combining EU-wide coordination with robust national initiatives, demonstrate a comprehensive approach to safeguarding European citizens caught in the midst of the escalating Middle East crisis.
