Government Departments Continue to Rely on Fossil Fuels Despite Net-Zero Ambitions

Despite a strong governmental push towards achieving net-zero renewable energy targets, a significant portion of electricity powering the headquarters of key government departments, including the Department for Energy Security and Net Zero, is reportedly derived from fossil fuels. Freedom of Information (FOI) requests have brought to light that several government bodies have opted for cheaper, so-called ‘brown’ power tariffs over more environmentally friendly ‘green’ energy alternatives.

This revelation has sparked criticism, with Corin Dalby, chief executive of Box Power, the organisation that compiled the FOI requests, stating, “The data demonstrates hypocrisy at the heart of the government’s energy policy.” The findings indicate that over 80% of the electricity supplied to Whitehall, the centre of the UK government, originates from the standard grid mix, which heavily relies on fossil fuels for its production.

One government agency, operating under the purview of the Department for Energy Security and Net Zero, has publicly stated its reluctance to switch to renewable tariffs, citing concerns about the value for money offered by green energy. This stance has drawn a sharp analogy from Mr. Dalby, who commented, “Imagine if the Department of Health said it won’t buy healthy food because crisps are more affordable.”

In stark contrast to this approach, nearly half of local councils across the country have committed to using more expensive ‘green’ or ‘no-carbon’ power. These councils collectively bear an estimated additional annual cost of £10 to £20 million compared to standard energy deals, demonstrating a different prioritisation of environmental responsibility.

The Mining Remediation Authority, an agency affiliated with the Department for Energy Security and Net Zero, has candidly admitted to spending £8.5 million on ‘brown’ power. The justification provided for this decision was to “provide the best value for the taxpayer,” effectively sidestepping the estimated additional cost of two to four percent associated with green energy tariffs.

Mr. Dalby further elaborated on the implications of these findings, suggesting that the situation points to several potential issues: “This whole mess implies either that green tariffs are overpriced, the government doesn’t believe its own messaging, or its green policy is more PR than practice.”

Responding to these reports, a spokesperson for the Department for Energy stated that the public sector has achieved a 47% reduction in direct emissions from public sector buildings between 1990 and 2024. The spokesperson emphasised the government’s commitment to clean energy, highlighting significant investments in the sector. “This government has put clean energy at the heart of its agenda, attracting billions in clean energy investment that will help to protect the public sector, businesses and households from volatile fossil fuel markets,” the statement read.

While progress in reducing public sector emissions is acknowledged, the continued reliance on fossil fuels at the heart of government operations presents a significant challenge to achieving ambitious climate goals. The debate continues regarding the affordability and perceived value of green energy tariffs, and whether the government’s messaging on clean energy aligns with its internal operational choices.
